发现有两种含义：1,如无另行说明,则……；2,即使有其他说明,仍…….

究竟那种理解才正确?

我曾在一个比较权威的网站中见过第一种解释，而且逻辑上说，也应是第一种。

尽管从字面上解是第二种。
